Neil is a licensed Professional Engineer in the states of New York, New Jersey, and Connecticut. He received his Bachelor Degree in Civil Engineering from Manhattan College, and a Masters Degree in Transportation and Engineering from the Polytechnic Institute of New York. He joined HDR|Daniel Frankfurt in 1979, and progressed from Project Manager to Vice President. In 1998 Mr. Lucey took over the Presidency of the firm from Daniel Frankfurt. Since that time, Mr. Lucey has overseen the tripling of the size of the firm through growth as well as the addition of architectural and construction management capabilities, making the firm a single source A and E firm.

As a manager, he has personally led multi-firm teams of architects, engineers, and support specialists in the design of over 80 significant projects involving multi-agency coordination, community involvement, distinctive aesthetics, and phased construction. Many of these projects have earned Awards for Engineering Excellence, and Art Commission awards for Design Excellence.
